To change the default page color and background in OneNote, follow the steps below:

1. Open OneNote and click File > Page Setup
2. In the Page Setup window, select the desired background from the drop-down menu and click OK
3. Go to Design > Page Color and choose from one of the available options in the drop-down list
4. Click OK to apply the selected color
