1. Check if you have appropriate permissions to create and edit distribution lists in Outlook.
2. Make sure you are in the correct account, as you may not have permissions to create lists in certain types of accounts.

4. If you don't see the Distribution List tab in the Outlook ribbon, add it from the 'Customize the Ribbon' menu.
